I'm not sure. From what I've heard is that they weren't happy with The Crew 2 are and just overhauling everything... So it's a possibility.

A new entry in The Crew series has reportedly leaked
Project Orlando is said to be in the pre-alpha phase at Ubisoft’s Ivory Tower studio
Details of a new entry in Ubisoft’s open-world racing series The Crew have seemingly leaked.
Screenshots of the project, which is reportedly dubbed Project Orlando, were uploaded to Imgur on Thursday.
Reddit user RacingGameGuru0300 claims to have uncovered the images while datamining updates for The Crew 2.
The screenshots have reportedly been present in the game files for some time and Orlando is said to have at one point been planned as DLC for the racing sequel.
It would appear to be set in Hawaii and one of the datamined files references “a breathless crew vs crew race, up to 100 players, with vehicles switch along 3 different sections”.
In response to the leak, reliable games industry insider Tom Henderson said his sources had informed him that Ubisoft was “overhauling” The Crew.
“The game is not actually The Crew 2 DLC,” he claimed. “It’s currently just dubbed as ‘The Crew: Orlando’ and is a completely new game with a new driving engine. Currently in pre-Alpha & no set release date.”
The first entry in the series, The Crew, was released in 2014, and it was followed by The Crew 2 in 2018.
Ubisoft revealed plans for The Crew 2’s fourth year of content in June, when it also claimed that the series had attracted over 30 million players since launch.
