How to join the Freestar Collective Faction

You’ll come across the Freestar Collective as part of the main quest. During the Sam Coe quest, The Empty Nest, you’ll travel to Akila City, which is the home of the Freestar Collective. During this first visit, you’ll find yourself in the middle of the first Freestar Collective mission, Job Gone Wrong.

This mission sees a bank heist in the middle of the town, which you can resolve. Once this mission is finished you’ll be told to go into the middle of the Freestar Collective homestead, where you’ll then begin the full faction quest.
