You can grab the Fish Radar in Fisch as soon as you start playing. So long as you have the 8,000 coins to pay for it, you can buy it from the pier outside Moosewood Village.

Unless you’ve changed your spawn point, it’s right, it’s just a few steps from where you’ll appear as soon as you log into the game.
